Annotation:

David Kalontarov was a hereditary kalontar (elder), although this office was initially elective; the worthiest members of a community were elected to it. After the death of Moshe ben Abulhair, an initiator of setting up the Jewish quarter who headed the Samarkand community from 1836 till 1878, his eldest son Raphael became kalontar first, and from 1891 till 1921, the community was governed by the younger son David. The functions of the kalontar and his assistants included handling controversial civil, family, and criminal matters occurring between the community's Jews. The kalontar represented and looked after the interests of his brothers in faith before Moslem authorities, was responsible for timely tax collection. etc.

בראש הרובע היהודי סמרקנד - קלונטרה עמדה משפחתו של דויד קולונטרוב. חבל-ארץ טורקיסטן, מחוז סמרקנד, עיר סמרקנד. יהודים בוכרים. תמונה ממשלחת אתנוגרפית ס. מ. דודין משנת 1901-1902. צלם ס. מ. דודין שנת 1902. דויד קולונטרוב הוכתר כראש קלונטרה למרות, שתפקיד זה מראש היה מתוך בחירה: לתפקיד התמודדו חברי קהילה ראויים ביותר. לאחר מותו של אחד מיוזמי הקמת הרובע היהודי משה בן אבולחאירה, מנהיגה של קהילת סמרקנד בין השנים 1836-1878. תחילה הבן שלו רפאל היה קלונטר, ובין השנים 1891- 1921 הנהיג את הקהילה הבן הבכור דויד. בין היתר התפקיד של דויד ועוזריו כלל שמיעת טענות בנושאים שונים כגון: עניינים אזרחיים, משפטיים ופליליים, אשר נוצרו בין חברי הקהילה. קלונטר ייצג והגן אחר האינטרסים של אנשי הקהילה מפני השלטונות המוסלמיים, היה אחראי על איסוף תשלום מיסים בזמן וכו'.
