Annotation:

In the center of the photo is N. P. Sokolnikov, governor of Anadyr district, and the new headman of the Chukchi in the upper reaches of the Anadyr River. N.P. Sokolnikov is wearing a white fur coat girt with a leather belt with a dagger. The headman is in a long-skirted garment made of fabric, belted; on his chest is the headman’s badge received at the appointment to the position.
